Financial Assistance Information For Businesses

  • Sign Up For Small Business Administration Updates
  • Paycheck Protection Program: The U.S. Small Business Administration (SBA) is providing $349B in loans through the Paycheck Protection Program. Portions of these loans may be forgiven based on recipients maintaining their existing workforce or rehiring. Loans can be for up to $10M and interest rates are capped at 4% for portions that don't qualify for forgiveness. Click HERE for a PPP information sheet. Click HERE to apply.
  • Economic Injury Disaster Loan: Provides small businesses (per SBA standards) working capital loans up to $2M to help businesses overcome temporary loss of revenue. Borrowers can request an emergency advance of $10K within three days of applying.
  • Subsidy for Current Loan Payments: The SBA will cover up to six months of principal and interest payments that are owned on most existing SBA loans.
  • Training & Advising For Local Existing Businesses: Contact the Illinois Metro East Small Business Development Center for education, training and advising for your small businesses.
  • FORBES: 10 Things Small Businesses Need To Know About Federal CARES Act Loans
  • Aid to Midsize Businesses & Non-Profits: Through the CARES Act, nearly $500B will be available from the U.S. Treasury to provide financial assistance through loan programs established by the Federal Reserve. As part of that, a special fund is dedicated to businesses and non-profit organizations with 500-10K employees to provide financing to lenders for direct loans. These loans cannot be forgiven.
  • Illinois Small Business Emergency Loan Fund: Offers small businesses low-interest loans of up to $50K. Businesses with fewer than 50 employees and less than $3M in 2019 revenue are eligible. Recipients will begin making fixed payments at a below-market interest rate after six months for the remainder of a five-year loan term.
  • Sales Tax Deferral for Bars & Restaurants: Establishments that incurred less than $75K in sales tax liabilities last year will not be charged penalties or interest on payments due in March, April or May made late. The Department of Revenue estimates this will provide relief to nearly 80% of Illinois bars and restaurants.
  • Downstate Small Business Stabilization Program: Not available to businesses in Madison & St. Clair Counties, but an option for those others.

Business Resources

  • Families First Act: The Families First Act goes into effect April 1, 2020. The act grants emergency paid sick leave to employees of businesses with fewer than 500 employees and expands family and medical leave.
  • Employer Paid Sick Leave: The Department of Labor's Families First Coronavirus Response Act requires certain employers to provide employees with paid sick leave or expanded family and medical leave for specified reasons related to COVID-19.
  • Paid Emergency Leave
  • Federal Tax Filings: The U.S. Treasury has delayed tax day to July 15. All taxpayers and businesses are granted this additional time to file and make payments without interest or penalties. A detailed AICPA summary is HERE.
  • U.S. Chamber of Commerce: The chamber has assembled a number of tips for business owners and a dedicated COVID-19 resource page.
  • Alcohol & Liquor Guidance: This information is provided by the Illinois Restaurant Association.

Grants & Programs for Businesses & Non-Profits

  • Edwardsville Community Foundation COVID-19 Relief Fund
  • Ed/Glen Nonprofit Coalition
  • Arts for Illinois Relief Fund: A collaboration between the city of Chicago, the state of Illinois, and private philanthropy to support the arts community.
  • Women's Business Development Center: This direct lending program provides up to $50K for established businesses and $25K for start-ups.
  • Kabbage: A hub to help boost sales for small businesses, including a system that allows businesses to sell gift cards to consumers.
  • Facebook Grant & Resources: A $100M grant for small businesses impacted by COVID-19 and launched by the Business Resource Hub, which features recommendations to help small businesses stay connected to customers and keep on track.
  • ​Restaurant Worker Support: The National Restaurant Association has established an Employee Relief Fund, and the Restaurant Workers Community Foundation formed an Emergency Relief Fund.
  • Mainvest: This crowd-funding platform has announced a Main Street Initiative. It is a $2K zero-interest 120-day loan for restaurants and other brick-and-mortars affected by the shutdown.

  • Benefits.gov: This website links to a variety of available government benefits. For example, unemployment assistance, healthcare, food and nutrition. There is also a benefit finder to locate additional programs for which you may be eligible.
  • Health Insurance In IL: Learn about establishing insurance coverage in the state of Illinois.
  • Illinois Department of Employment Security: Economic assistance for Illinois families.
  • Utilities: Most power companies are suspending disconnections and late fees during this time. Contact Ameren Illinois or Southwestern Electric to learn more.

  • AARP
  • Temporary Assistance for Needy Families: TANF provides financial assistance to help cover food, shelter, utility and other expenses for pregnant women and families with one of more dependent children.
  • ​General Family Health: UIC Specialized Care for Children has resource lists. The federal government has family resources. SIU Family Medicine has created a survival kit.
  • Mental Health: The CDC hosts a resource page for stress and coping. The Disaster Distress Hotline phone number is 1-800-985-5990. The National Domestic Violence Hotline phone number is 1-800-799-7233. The Suicide Prevention Lifeline phone number is 1-800-273-8255. In case of emergency, call 911.

KEEP HOMES SAFE

Encourage your family members to...

ALL HOUSEHOLDS
  • Clean hands at the door and at regular intervals.
  • Create habits and reminders to avoid touching their faces, and to cover coughs and sneezes.
  • Regularly disinfect surfaces like doorknobs, tables, desks, and handrails.
  • Increase ventilation by opening windows or adjusting air conditioning systems.
HOUSEHOLDS WITH SICK FAMILY MEMBERS
  • Give sick members their own room if possible, and keep the door closed.
  • Have only one family member care for the sick individual.
  • Consider providing additional protections or more intensive care for household members 65 years or older or with underlying conditions.
HOUSEHOLDS WITH VULNERABLE SENIORS OR THOSE WITH SIGNIFICANT UNDERLYING CONDITIONS
Significant underlying conditions include heart, lung, kidney disease; diabetes; and conditions that suppress the immune system.
  • Have the healthy people in the household conduct themselves as though they were a significant risk to the person with underlying conditions. For example, wash hands frequently before interacting with the person, such as by feeding or caring for the person.
  • If possible, provide a protected space for vulnerable household members.
  • Ensure all utensils and surfaces are cleaned regularly.
